What is the brown oil build up behind the tire?

Checking out a Used car and I noticed behind all the 4 tires, the components of the rotor had A brown oil build up. Exactly what part is that Called? Is it the rotor, caliper, drum? And is this normal for a 2013 used car that is for sale?

    If you can't identify rust, you shouldn't be driving an automobile.

    It looks like rust on the rotor. It is common on a vehicle that hasn't been driven for just a few days. It wears off once the brakes are used while driving.  I would suggest you get any car that you decide to purchase inspected by a mobile mechanic that does car inspections. They are reasonably priced at around $100-$125 and can determine if the car is worth what the seller is asking for it. Without such information, you risk making a very expensive mistake.
