Are Lowriders and oldies and flannels secular to Mexicans or is it a west coast rap thing in general?

It’s both. You’ll notice it in areas where there’s a lot of Mexicans. For example Cali and TX. But it’s also west Coast too because black rappers from the west coast still have those things in their culture. 

Chicano rap is any Mexican American rapper.
