13 year old boy dating 7 year old girl?

I'm 16 and my brother is 13 and he is seriously messed up in the head, i just found out that his girlfriend is 7, I'm disgusted by the fact that this dude is 13 and dating a 7 year old little girl. i think he might be a pedophile. should i tell my parents and let them know because this isn't normal.
