After years of fostering kittens and cats I can confirm that that's a male. Not sure if he's neutered or not. Update your question with answers to these questions and I may be able to give an educated guess.

Was he found as a stray?

How long have you had him?

Did you buy him from someone?

Has he peed/sprayed anything around the house?

Do you know how much he weighs or what his age is?

Do you have any other animals, if so, how have they reacted to him and what genders are they?

Un-neutered cats tend to spray to mark their territory and they tend to be all scratched up from trying to mate with females and fight other males. If he doesn't do that stuff he's likely neutered but you never know.

A picture so that you can see the difference. You have a boy. Good luck with him! :)
