Because organizing and instigating assault is also a crime.

In my State "soliciting to commit a crime" would be the charge.  Sometimes it's felony solicitation.  Sometimes it is not.

How could a woman be charged?  The Police could get an arrest warrant or arrest her on the spot, put her on handcuffs and take her to the jail.  That's how it could happen.

If you had any intelligence at all you would know that the woman instigated the attack and was therefore an accessory to the attack by hiring the men in the first place.

It's called a conspiracy, which is a felony.

I don't know the exact offence, but hiring someone to assault someone else is definitely and obviously illegal in most countries. It makes you a party to the act. In law (British at least) it's called enterprise. If you have somehow been involved in orchestrating a crime, you are just as guilty as the people that actually committed the act.....and that is sensical.
