Rims have a width range on tire widths they can accept. Chances are you're going to have to have a specialized rim capable of 4" wide tires only fitting on it.
Then unless you can cut, fit and weld you're going to have a bicycle frame whose geometry will accept 4" wide tires.Source(s): Motorized Bicycle Owner and Builder.

Can you? It's possible I suppose if you can get the bead to seat properly on both sides. Should you? Hell no for at least two reasons. 1) As I've already brought up, you might not get the thing to seat right around the rim. 2) Think about frame & fork clearance. Will a tire 4" wide (and taller too) clear the seat-stays & fork crown? Not if the bike came with 26 X 1.95 tires. Won't even come close.
