Why can't I "block" an anonymous user if i KNOW they have blocked me?
Why the stupid unfair double standards Verizon/Oath (YahooAnswers)?

Because that's the way the site is programmed. You may go to the feedback forum here https://yahoo.uservoice.com/forums/924010 find the suggestions on blocking, and vote for any that suggest being able to block Anon users. If no such suggestion exists (which would be odd) then you may post one and others may vote in support of it. With enough support, Yahoo/Verizon may consider making a change (that's how some other features have been added/removed, in the past).
