Is the Nintendo switch basically a smartphone with a gamepad since it uses an arm processor like smartphones?

    No, but you can classify things however you want. Just because two things share the same or similar processor does not mean they do the same thing. Just look at Bitcoin mining machines. They take GPUs to the extreme to process the data, does that mean they are the best system on the planet for processing video? No, in fact many of the GPUs they use do not even have video output. We had a station wagon that had the same engine as the Corvette of a certain year. Does that mean the station wagon was the same as the Corvette? Of course not. Any engine can be engineered to do different things better in one vehicle vs another. So two cars could have the exact same engine yet one would be used for a completely different task than the other.
