82 year old live in az. for 18 years do i qualify for free licence?

    Car licenses were never free.   However being 82 you will probably be disqualified from a car license (because you is old, so closer to heart attack time in life, demntia, eyesight problems, diabetes and possibly other ailments that could occur to people of your age group.  Most do not drive anymore because of the aforementioned illnesses.  Driving is a younger man's sport.  So far you have had a license to live this long.  Covid may be the end of you. The Y.A. placed this under cars because the computer just had the word insurance to work with.

    NO.THERE ARE NO FREE LICENSES AND YOU CAN NO LONGER RENEW BY MAIL, YOU MUST VISIT THE DMV IN PERSON.

    I don't know what kind of license you are asking about so call the issuing agency and ask someone there about it .
