If dogs have to get rabies shots..why don't humans get them until they've already been bitten?
We have to get tetanus shots...why not rabies?

There is a vaccine. It is administered to people who are in areas (or jobs) that can expose them to rabies often before they catch it. Most of us are seldom in areas where we might catch it through getting bitten by a rabid animal.
Hence it's usually after a bite or other form of attack (scratches, for example) that humans get treatment.
