Does this count as a crime?
If a person’s money fell out of his pocket, and you decided to borrow it instead of giving it back to him, will you be guilty of doing this even though you did not have the intention of stealing his money from his pocket?

Yes, it's a crime. You can only "decide to borrow it" if someone is willing to lend it. Calling theft by a different name doesn't make it legal.

The word 'borrow' includes RETURNING the item BACK to the owner. It also implies that the owner KNOWS that their property is being 'borrowed' at that time.
Neither thing is true about your stealing scenario.

Just because the money fell out of his pocket, it still belongs to him. So keeping it is still stealing.
