Best filter for a 10 gal tank?

I have a 10 gallon tank that is currently housing a frog, snail, and three small fish. It only has about 3 gallons of water in it. The filter seems to be very over powering and I was wondering if anyone had a suggestion for a smaller one? The fish get sucked behind the filter and shot downwards when they swim under the water fall. I am also worried that the snail with eventually get stuck on the filter.

The one I am using currently is a Tetra Whisper 10-30 internal power filter

    A small box type filter would be fine for that tank. Frogs, snails, etc. don't need much. If you had Fish in it and it was full, you would need a filters that can clean twice the volume of the water-i.e. a 10 gallon tank and a 20 gallon rated filter.
