P&S, Governments put in effect all sorts of guidelines even mandatory laws to combat COVID 19. is there any moral justification in all this ?

Of course.  Ensuring that the people in their countries exist.  All sorts of laws are made for our protection:  traffic laws, seat belts, drinking ages, and, and, and, .....
