If you're trying to understand Trump's motives, it's very, very simple.  

Trump's motives--what's good for Trump; what's good for Trump's bank account; what's good for Trump's campaign; what makes Trump feel good.

Not Trump's motives--preventing people from getting sick and dying from the virus; keeping children, their teachers and families from being at risk of getting the virus.

Manafort is a Republican friend who advised Trump on his campaign. Kids going to school buildings help the economy and his campaign--at least until everyone starts getting the virus.
