How to remove foreign skin from lip?

Why do i have foreign skin on small part of my lip? How do i remove it?

I have circled it on the picture.

This looks like VITILIGO---------------------------------

There is no known cure however sall areas such as this can be hiden with dyes, make ups,  some of which can last for days.

It's a scar and adds character. Accept the things I can not change(except if you use lipstick).
