Can anyone explain how the buffer on a police Body Worn Camera works? Why is there video for 30 seconds and then the audio comes on?

The video can be programmed to constantly record. That way, it can  go back 30 seconds from the time the officer turns it on. That is so if the officer sees something illegal and hits the recorder, he won't miss the event. The audio does not do that because it could pick up a conversation that is sensitive or is on a different subject matter.
