By definition, addiction is characterized by compulsive engagement in rewarding stimuli/behavior regardless of adverse consequences.  When an individual compulsively and consistently plays video games which result in physical and mental impairment, and has an impact on ability to function in various aspects of life over an extended period of time, this could be seen as an addiction.  The American Psychological Association has developed a nine point criteria characterizing what they have termed a Gaming Disorder.  These include Preoccupation, Withdrawal, Tolerance and Continuing Despite Problems.
