It doesn't "settle" a few drops of water conditioner should do the trick

If you aerate water with chlorine in it  24 hrs would be a safe amount of time but most water treatment facilities don't just use chlorine as they did in the good old days. Some use chloramine. A combo of ammonia and chlorine and it does not break down so easily. A water conditioner  breaks the bond between the two and will make it instantly safe for the tank. I always filter tap water in a large plastic container using a cheap hang on power filter. I pack it with activated carbon for several day before a water change because, there is no telling what other material is in the water.   Always keep water conditioner available in case of emergencies. Some times you don't have 24 hrs to wait for water to purify

The chlorine will evaporate over time. To speed the process, heat the water.

chlorine evaporates, it doesnt settle anywere.  The rate of evaporation depends on different things like depth of the water, how much chlorine there is, how much water there is, and how open of an area there is at the top.  IE- it the water is in a bottle, the opening will be small, and it will take longer.  if the water is in a bucket with no lid, the opening will be large.  it could take 24-48 hours.

Chlorine doesn't settle out of water. You need a carbon filter to remove chlorine.
