Detroit, Ottawa, New Jersey, Buffalo, San Jose, Los Angeles and Anaheim are out, as the weren't in the top 12 teams in their conferences. But they aren't the only teams to not make the playoffs officially.
Boston, Tampa, Washington, Philadelphia, St. Louis, Colorado, Las Vegas and Dallas are in, as they were in the top 4 teams in their conferences.
The remaining 16 teams are playing in the Qualifiers round, a set of best-of-5 series to determine which 8 teams go to the actual playoffs and which 8 are out. One of those 8 teams that goes out also gets the 1st overall draft pick. It's kind of weird, player stats are counted as if the qualifiers are playoff games but some other things they're not.

DET, SJS, LAK, ANA, BUF, NJD, OTT (7 teams). The other 24 teams are in the NHL playoffs.

In a normal season, 16 teams out of the present 31 make the playoffs.
The play that is about to re4start will see the top 24 teams get it, with the top four in each conference getting a bye, and the bottom 16 playing a best of 5 series to qualify.
From that point, it will be 16 teams, as per usual.
