Is it NOT customary to tip a cab driver if you hailed the cab, as opposed to a scheduled cab that was ordered through dispatcher?

Even though this is a troll question, I'll still answer it seriously:

Taxi drivers make very little money from the job itself.  They rely heavily on tips, regardless of how you hired the cab.

It is always customary to tip the driver, no matter how the cab came to you.

    You still tip the driver

You tip a cab driver, or a limo driver, or a Lift/Uber driver, no matter how you arranged for the service.  If you get a cab in front of a hotel, you should also tip the hotel guy who flagged down the ride for you.  The only time you don't tip is if someone else arranged the ride for you as a present, and they paid for the whole thing including tip (this might be for a wedding or such).

You tip a cab driver regardless of how you end up with one. It is for services rendered.

Nope. You tip for service including a taxi you hail.
