Is this how it works?

I’m 17 and want a job that says they require you to be 18. Is it possible for them to let me work there if I had working papers that my parents signed off on?

    In what country?  What "working papers?"

    In the U.S., a requirement to be 18 has to do with a legal requirement that the employee be consider a legal adult, not whether or not the parents are okay with the kid working.

    You would not be hired if you were 18. Millions are out of work.

    There may be exemptions, but you should wait until you're 18.
