Doom is the oldest form of metal, it predates hard core punk. It's extreme version can exist without it.

Speed metal is also older then hard core punk but it's not typically brutal (I'm not sure what you mean by aggressive).

The earliest songs coming from Motorhead also count as proto-hardcore punk music (ala Ramones style).

Venom is the band who invented modern extreme metal, they were a shock rock band as much as anything else. They're like motorhead, you can't exactly place their early music on either side.

It's more like it evolved along side of hard core punk.

As if hippie said "If there had not been bellbottoms, there would not have been trousers today."

Angst and desire to provoke have been parts of Western music tradition for a long time and it's not likely aggressive music will disappear just like that, with or without hardcore punk.

Regardless of genre, or labels, as long as teenagers experience angst, there will be music that pisses off parents.  Each generation puts their flare on it and the sound changes, but it will always stir the soul of the inner rebel.

There exists extreme music outside of Hardcore Punk.

Look at Throbbing Gristle, Muslimgauze, Einsturzende Neu Bauten, Cabaret Voltaire, Chrome, Henry Cow, This Heat, Univers Zero, SPK, Zoviet France,Suicide, Silver Apples, and Merzbow.

The difference, if hardcore punk had not existed? You would have had a lot more rock and metal bands being influenced by Noise Rock and Industrial Music.
