Yes! The laptop would probably be in a damaged condition if is that cheap. So look for the steamrolled and burnt laptop, and it should be the right price. :) Hope that helped!

The answer is to be found at a thrift shop. Why $15 precisely ? Stingey ?

Maybe just for parts.  You can make a monitor from a good condition display panel, some parts from online searches, and some labor for a case.

Some parts can be swapped into a matching laptop to repair it.

A friend long ago bought a nice used laptop on Ebay for not much, and did not notice "for parts only".  We found that the keyboard cable was not connecting properly.  A pencil eraser gentle rub cured that--he was quite happy.

The problem is you need a decent laptop to just browse the internet.  Modern websites have high resolutions pictures and video that will stall out an old system.  Something old enough to sell for $15 won't be able to do that.

generally, no.  at least not in my area.  if it runs, then they're $50 and up

If you do find one that cheap, chances are high that it is either broken and will need some to moderate repair or be very old or both. It probably wouldn't be worth buying unless you know how to fix and restore them.

    Anything that cheap won't work.

You get what you pay for.  Odds are, a dirt-cheap laptop will perform in the dirt.
