In The Simpsons, is Krusty Homer's brother?

They look almost identical except for the clown make-up and hair and know each other when they meet. Krusty also says 'oh, brother' to Homer in one episode. Could he be Homer's brother?

    They are absolutely not brothers.  Danny DeVito is Homer's brother (though that's a completely different story).

    The reason they look the same is that Matt Groening originally intended for it to be revealed someday that Krusty is Homer in a wig and makeup.  The idea was abandoned, but only after Krusty was set in stone.  

    Groening liked the irony of Homer, a man whose son absolutely does not respect him at all, would have this alternative identity that his son absolutely idolized and worshipped.  But the idea was abandoned as too complicated.

    They’re not related from what we know so far. Krusty’s parents are Hyman and Rachel Krustofsky. Homer’s parents are Abraham and Mona. 

    Homer does have a half brother, Herbert Powell who was the CEO of Powell Motors and an inventor who made a machine that can translate baby talk to adult talk.

    I believe a theory that it may be Homer's dad.
