Two owners on a title with “or”?

I have bought a car recently and the title has two owners with the word “or” in between. I’m in FL. Both of them signed the front but only one signed the back and one filled out the bill of sale. Is that okay.

Only one needs to sign but both can.

"AND" would mean both would have to sign both.

Yes.  It is OK.  or means just that:  Either person may sell the car.

Yes, that's why it has OR between the names. If it said "and" between the names  then both would have to sign it.
