Check to see if it starts to ring on its own.

Ring the bell three times & you'll start salivating for doggy treats.

You use it to startle people you're approaching from behind. With any luck they will step in front of you.

Either keep it on the bike and use it or take it off.

Is it painful to be that dumb?

purchase a ouija board and strap to the bike.  When he wants to send a message the bell will ring.

The most obvious thing to do is use it.  Bells are most often used to alert pedestrians or cyclist that you are approaching them from behind and seeking to pass them.

Many shared cycling and pedestrian paths require cyclist have an alerting mechanism on their bikes.
