Is pasta with cheesy bechamel sauce basically the same thing as fettucine alfredo?

    Similar,   Probably, though the béchamel maybe a 'heavier' sauce.

    No a pasta with a cheesy bechamel (or white sauce) is how you make a good  "Mac-N-Cheese"

    An "inexpensive" way to make a sauce that some could/would call an Alfredo could be done as you suggest but it is not a "classic" or TRUE Alfredo. If you look at the jars of commercially made Alfredo sauces they will all contain a starch to help thicken and stabilize the sauce.  Much less likely to "break" when heating it

    Bechamel is a sauce made with butter(fat), flour(called a Roux), milk. Adding cheese makes it a Mornay sauce. 

    Alfredo is eggs, milk or cream, butter and Parmesean cheese.

    Similar, but bechamel uses roux to thicken, where Alfredo uses tempered beaten eggs and Parmesan cheese

    It would be a Mornay Sauce with integrated cheese. An Alfredo does not typically contain cheese.

    BECHAMEL sauce is made by making a roux (a mix of melted butter and flour)

    and then whisking in warmed milk a little at a time .. and whatever seasoning you want .. adding cheese to this will then make a Cheese Sauce.

    ALFREDO sauce is made by melting butter into cream .. and then adding cheese .. and then seasoning (always garlic).

    If you want something less creamy you can just toss the pasta in butter and cheese.

    So .. the difference is that there is no flour in an Alfredo sauce

    No. It's close, but the classic bechamel sauce doesn't contain cheese.

    Yes and no. What kind of pasta and what kind of cheese? Classic Alfredo does not use bechamel. It uses cream, butter, and Parmesan. However, some people and restaurants these days make what they call pasta Alfredo, using bechamel.
