Yes. Howard Hughes and Jimmy Hoffa set it up to help their friend Steve Balmer and promote the launch of Microsoft Office for Mac in 1989.

No, the city of Pripyat (pop. 47,000+), where the Chernobyl workers and their families lived, had to be abandoned after the disaster and still is today.

Yes. They even spent 2.3 billion for a confinement dome in order to keep the hoax going.

Go and stay there, dance in sunlit wooded groves, bathe in crystal clear streams.

The level of ignorance required to be compelled to ask such a question is shocking, but I'm left to wonder what the point would be to fake something like that in the first place, even if it could somehow be done, which it never could. Why would the Soviets and the Americans collaborate on a hoax like that? What could possibly be gained from doing so? And all of this is not to mention the fact that independent sources detected the massive spike in radioactive particles in the atmosphere and the drastic increase in rates of cancer and birth defects in and around the affected area could certainly not be traced to anything other than a nuclear accident. The world community has been collaborating for nearly 35 years on ways to clean up and contain the site of the disaster. Thousands of people were displaced and large areas remain uninhabitable to this day. If it was a hoax, it was pulled off with brilliance and precision that's completely unparalleled. And unless you can think of some objective that the Soviets might have had for faking something like that, I ask you to have a bit of a think about the validity of something of that magnitude being a hoax. It's widely believed that the disaster at Chernobyl was a major factor in the dissolution of the USSR. And it certainly hasn't done anything to deter other countries from pursuing a path to nuclear energy either.
