Are quiet people more articulate than talkative ones?

I’d like to say beforehand that I’m just assuming and I’m not sure. I assumed because they’ve more time to form their thoughts. And when they do, they are very patient to express them. They speak in an eloquent manner. Can this be rational?

    Im not talkative and not very articulate. I think speaking takes practice.

    No - sometimes they're quiet because they're not articulate - and they know it.

    No, your assumption is incorrect. Neither or both.....

    The mind has the ability to access information from memory,  relate this info to the current thought, measure the probability, determine ambiguity and put this into words. 

    It does this in nanoseconds.
