Why do babies play with their feet?

I noticed that lots of babies will just randomly play with their feet, why?

    I have to believe it's because their feet are the first thing they see when they lie on their backs. Not only that, their feet are within reach and provide something of a game as they keep on moving around above them. Both my siblings would sometimes pull on their feet until it hurt, and didn't understand to let them go, which we would have to do for them.

    Because they're there, it's interesting, and they have a modicum of control over their own body parts.

    Toddlers at this stage probably are simply a little fidgety (?)

    Because they're there. Babies grab and play with whatever they can reach. Very often, that's their feet. Also, it would tend to develop proprioception and hand-eye coordination.
