New Kitten Always Hisses and Tries to Bite Me When I Try to Pet Her?

Does this mean she's feral?  Should I return her to the pound?

I don’t think she’s feral, just scared, she just needs to be worked with. Probably had some traumatic experiences that makes her fearful of humans. Remember you are a literal giant compared to a little kitten, so it’s best to start slow and rather than you pet her, let her come to you so she isn’t threatened by her situation. Try to feed her close to you like holding a fork with some food to build trust. There’s a lot of resources out there taming angry kittens.

It means she needs time to get to know you.

No if you had a feral kitten, you would not see it at all, you certainly wouldn't have been given it as no one would be able to handle it.
