Is it possible to sell a hoarders home as is without doing repairs, paying for cleaning, and paying for mold cleanup? Or is it unlikely?

If the land has value. And a good location. And it is cheap enough to cover the cost of cleaning up and demolition.

There are people looking for a land and willing to build.

Call one of those "we buy houses" numbers plastered all over town.  They will buy it but for a very low price.

Likely / unlikely depends on price and underlying condition of the house; But yes, houses can be sold "as is."

There are people that will buy homes " in any condition ".

Just don't expect to get much (depends on location though).

Also how do you know the hoarder doesn't have valuables ?

It's not all boxes of junk .. Might be some treasures in there.

There is usually someone who will buy such a house but the price they are willing to pay will be greatly reduced and you will probably have to wait a much longer time for find that person. It is a matter of economics. How much can you afford to pay to clean up the mess versus how much more might you get for the house.

Well, does it have any value, and what is that value?  I am sure someone would take it for the labor of cleaning up the mess and fixing it up, if it is a decent neighborhood. You will not get much for it.  But no one is going pay you and take on this problem and live in a bad neighborhood.  So, this is how dilapidated housing starts.
