Why was Paul HS baptized "fm heaven" (Jn 3:27; Acts 9:3) "sent" (Acts 9:6) given Spirit w/o measure (Jn 3:34) but Acts 9:17-18 written?

John 3:27 says 

"A man can receive nothing, except it be given him from heaven."

In Acts 9:3 when "...Suddenly there shined round about him a light from heaven" and 

Paul was Holy Spirit baptized.

Because in Acts 9:6 Jesus "SENT" Paul when He said "GO into the city..."  and Paul was SENT  "For he whom GOD has SENT the Spirit is given without measure" (John 3:34).

Why is Acts 9:17-18 written when Paul had already been Holy Spirit baptized?

    Because

    Acts 9:17-18

    records an event that actually happened

    and in the author's estimation

    it was sufficiently relevant and important to include it in that document

    (a document about the acts of the apostles, Paul being one of those apostles).

    Paul explained in his own words about his authentic baptism in Acts 22:16.  Not some convoluted and flawed fictional lie.
