Chicago was situated on one of the Great Lakes that also bordered Canada where alcoholic beverages were legal, unlike America, which was under prohibition.  Al Capone bought whiskey smuggled into Chicago from Canada at night.

Because "Big Jim" Colosimo, had invited Johnny Torrio to Chicago to deal with extortion demands from the Black Hand in 1919. Torrio who had known Capone in New York invited Capone to move to Chicago as  a bouncer in a brothel.
