Is it environmentally friendly to use used face masks for toilet paper?

I live in a welfare town, Nearly everyone gets face masks "free" . So they are used one time and then discarded on the streets. It seems to me that using them for toilet paper would result in fewer trees being cut down. And the streets would be cleaner.

    No, because it would clog the toilets, which would overflow, so things would not be cleaner (at least not the bathroom floors) and the process of unclogging them is not environmentally friendly.
