Why is the US Air Force phasing out the F-15 if it has proven it self time and time again?
And replacing it for the F-22 and F-35 if they haven't seen combat?

Because of stealth. The F15 can be picked up on radar from a hundred miles away and that means someone can shoot a missile at it from a hundred miles away. The F22 is almost impossible to see on radar so it has a big advantage over other planes that are not stealth.

IT'S easy and plain to see.. YOU have never seen a F-22 or F-35 in action and seem its capabilities compared to a old outdated F-15..
Go to a real AIR SHOW and watch then perform and show what they can do.

And the B-24 was replaced after proving itself time and time again. Old stuff gets replaced with new stuff.

All aircraft in time wear out and need to be replaced. The F-35 is much more
advanced and many allied countries are putting into service.

They have been phasing out the C models for a long time. The F-22 replaced a lot of them. The airframes have too many hours. They are going to replace at least some of them with new X models.
The Strike Eagles aren't going anywhere.

They are not, they are phasing out the F-16's.
No plans to phase out F15-s

it's natural that US air force is phasing out the F-15,first ,it entered service for a long time ,what's more ,F-15 sparts has been aged and replaced by new parts ,this maintenance costs for F-15 is very costly ,why don't US air force phase out all the F-15 fleet ? As the Fifth generation fighter from china ,Russia resurfaced ,this F-15 can't meet the current war requirements ,and doesn't have advantages over the advanced stealth fighter ,it's imperative ,

Because Trump says the F-35 is completely invisible. Imagine a fleet of Wonder Woman jets! But the real answer, just to spend money on them.

The Model T had proved itself time and time again, but it needed to be phased out too because it got to the point that it was too technologically out of date. Or maybe you want the USAF to be inferior.
