In all my life the things that hold toilet paper and paper towels are called "tubes", because they are tubes. Spools actually hold string and wire and tapes of all sorts. They have a center part that holds the material and then a rim of some sort on each end to prevent it from coming off.

A spool is any cylindrical object whose purpose is to hold what is wound around it. There are spools of thread, wire from smaller than thread to bigger than your arm, and of course paper towel and toilet paper.

You don't use the spool itself as toilet paper any more than you use the spool in place of thread or wire.
