It means a person who fulfills her/his civic responsibility. In turn, this means one who participates in community affairs and, ultimately, votes to elect officials who will carry out the day-to-day business of the community. The benefit derived from good citizens is a government that is in touch with those it serves and provides necessary and desirable services to the populace.

A good citizen is law abiding, friendly, and helpful. The person wants what is best for his or her community. I love helping people, and I treat others with respect.

There are many good citizens. Some donate food, do volunteer work, organize community events, etc.
