    Timothy McVeigh was an anti-government conspiracy theorist advocate who was largely a failure in life. He suffered from delusions of secret governmental plots. He believed the government threatened his livelihood. In taking action against the government he believed he was defending the constitution. The terrorist action he took was not so much about hatred, but about delusions.

    Neither.  A newborn is innocent, and the army doesn't teach hate, which is an emotion that would be dangerous to fellow soldiers and possibly lead to an irrational decision to do something unexpected.  McVeigh was a psychopath who justified himself through his political opinions.
