What does it mean when someone says What the hail is going on??

Do they really mean what the hell is going on???

    I think it means they are probably from south of Mason Dixon line.  For them, hail is a two (or more) syllable word.

    Yes, that is what they mean. Your question has nothing to do with global warming.

    Some people do not use profanity at all. A 1984 parody comedy movie, Johnny Dangerously has a character Roman Moronie who did this.

    "I would like to direct this to the distinguished members of the panel: You lousy cork-soakers. You have violated my farging rights. Dis somanumbatching country was founded so that the liberties of common patriotic citizens like me could not be taken away by a bunch of fargin iceholes... like yourselves."
