What is this little dangling piece of flesh in my throat and what does it do besides wiggle when I talk?

It's called the uvula and it's there to help you to swallow food and liquid without it you would not know when food and liquid is going down your throat and your Adam's Apple would not know when to open and you would end up choking. That thing is the little switch that makes your Adam's Apple open and close when you're eating

It's called the uvula and it's a speech organ which enables you to pronounce, for example, dark L, /q/ and /G/, plus the "ch" sound in German and Scots.
