Hi, what is the meaning of "insofar as it exists at all" in the following context?

The real, insofar as it exists at all, needs to be incarnated, transformed , interpreted.  My problem is with "insofar as" can it possibly mean "if"?

    Generally, I agree with your interpretation. Mytake on the phrase is "if there is such a thing."

    Yes, it does mean "if."   The writer is interjecting doubt into the statement. 

    Take out the text between the commas and the statement becomes more affirmative/assertive.
