How long does it take to get from 5k in 25 minutes to 5k in under 20 if running at least 8k with hills twice a day 5 days a week minimum?

There's no specific time frame. You need to be doing speed work and exercises to help improve your speed, although hills do help with strength (you may be over-training by running an 8K 2x a day).
