What is this kiosk-looking monitor setup and why does it have an ethernet port?

Other cords coming out of bottom: VGA and a round laptop type power connection at the end of a extended power cord. 

No labels of any kind.

Removing base from monitor just reveals a hole where wires go into but no labels inside hole (I might need to take entire back of screen off to see a label.)

Bought at Goodwill for $5.

    It's a dumb terminal.  Used for POS systems and the like. The Ethernet cable is for connection to the network where it gets it's OS.  This is just a guess, but I'm pretty sure it's close....
