Is it true that rapists pick a name out of a hat to decide on their victims?

Stranger rapes are usually a crime of opportunity. A rapist will target whomever is walking alone at night or whomever leaves a window unlocked. There are of course stalker rapists who pick their targets beforehand, but those are rare.

Ninety percent of rapes are committed by someone known to the survivor and often with whom they are in a relationship.

I’m sure some rapes are planned but a sizeable proportion of rapes are not.  The majority of rape victims know their attacker. A friend, acquaintance, colleague, partner.  So no, that scenario sounds quite unlikely, though not impossible.
