Why can't cars paint with harder coat so it won't cause scratches?

Why can't car paint with harder coat so it won't cause scratches?Like mobile phone, we've gorilla glass (chemically strengthened glass).

    Cars don't paint anything, and paint doesn't cause scratches.

    And do you know what happens if a rock hits gorilla glass? Harder means more brittle.

    a paint like that IS available, but the air pollution laws make using it on new cars impossible ..........................
