In the tradition use of retardation, it mean a physical (brain) dysfunction whereas idiot was loosely used to label a person who was dumb or notably stupid, but this was the product of nonuse of intellectual ability contrasted with physical impairment (retardation) of that ability.

An idiot is a person who is either unlearned in a subject or does not want to be learned in a subject.  So they do stupid things.  Or hold dumb opinions.

The other word (which is being retired from the language) referred to someone who was unable to learn.  They have a physical or mental defect that makes them incapable of normal learning.
