Why did wealthy, successful Japan let.in so many Nigerian migrants to run nightclubs in Tokyo sex district?

    The touts do no run the clubs, they just tout. Presumably, said Nigerians probably entered Japan legally and then "went rouge". The clubs in question are probably run mostly by "grays" who may be %100 Japanese. Gray would be the term for sketchy people who are not actually affiliated with the "yakuza". Since it totally sucks to be a yakuza nowadays, there are lots of grays-who may been yakuza before they resigned/were expelled. 

    As long as the touts are not actually violent, the police will tend to think "buyer beware" about the clubs they work for. Furthermore the street level police concern themselves with actual common crime, not the intricacies of immigration enforcement. 

    Therefore, if someone does go to the police about a clip joint, the police may think "we cannot protect the punters from their own alcohol abuse and lechery".  If you choose the attend the "sex district" and do not actually get stabbed or shot, it is not really their problem. 

    In the end, at least some small percentage of the Nigerian touts will save their money and "go legit". Tokyo will then have respectable joints with African food and music-Good!

    They were not let into Japan just for running nightclubs.  Originally, the Nigerians began entering Japan during 1980's along with other West Africans as migrant workers for factories and other jobs involving manual labor. This was during the boom years of Japan's economy. But when the economic bubble bursted in 1992 and Japan's economy went into a +20 year recession, many of those African migrant workers became unemployed and sought jobs anywhere they could get it. Unfortunately for many of them they had to turn to the underworld which in this case is the Nigerian mafia which like all criminal organizations have their fingers in the sex and gambling trade.

    The Nigerians are there to lure in foreigners. The Japanese owners of such businesses discovered that the Africans were far far better at drawing in drunken foreigners than their own native employees. Don't imagine for a moment that the Nigerians are 'running' the businesses. They are nothing more than carnival barkers.
