Technically North Africans are considered white/Caucasian for the most part. White/Caucasian is considered Europe, West Asia, North Africa, and North America (United States and Canada).

The problem is that race has become so watered down, it's hard to truly define. Plus the fact that people have been intermixing since the human race existed, to find someone who's truly one race is almost - if not completely - impossible.

The four "true" races are (I'm labeling loosely) Caucasian, African, Mongolian, and Native American (though I personally don't accept NA as a race since DNA studies are showing all tribes descended from immigrants to the Americas, and the tribes are admixtures of Caucasian, African, and Mongolian).

Most Algerian men belong to one of two haplogroups. One of them is the R1b group, which originated in the Caucasus region. Most Brits, Irish, Spaniards, and French people belong to this haplogroup also. The other haplogroup is the E1b1 haplogroup, which originated in the Middle East. So, yes, Algerians are mostly Caucasians.
