deck planning permission uk?

i have a question about ground level i am building a deck in my sloped garden which will be 60cm from current ground level. I am leveling my lawn aswell untill the deck but not under the deck. after every thing is finished the deck hight will be below 30 cm immediately beside deck ( but not under the deck). will the new level adjacent to deck be considered ground level?

    on a normal property in uk the existing ground level is normally two course below damp ..you should be ok if the new decking is no more than 30cm above that ..however this decking must not be against the house at that level ..its above the damp course ..so will not comply with building regs

    Decks are not subject to planning rules.
